FOIA Request for ICANN's Strategic Plan
Date: Tuesday May 11 2004, @05:34PM
Topic: USA Goverment Relations

ICANNfocus.org writes "The Center for Regulatory Effectiveness (CRE) has submitted a Freedom of Information Act (FOIA) request to the National Telecommunication and Information Administration (NTIA) for the Strategic Plan prepared by ICANN pursuant to their MOU with NTIA.

Since the Strategic Plan covers key aspects of ICANN's plans for governing the internet, it would seem that the Plan should be a public document."

"Public review of the Strategic Plan would promote transparency and accountability by allowing stakeholders to monitor ICANN's progress in fulfilling their duties under the MOU.

Public access to the Strategic Plan is one step in the process of understanding why ICANN is engaging in price-setting and other regulatory activities, and returning ICANN to path of being a technical manager, not a regulator, of the internet.

For a copy of the CRE FOIA letter to NTIA, please see www.ICANNfocus.org."

It sure is a shame moderation doesn't work around here. I've got the points right now, but as usual there's no [MODERATE] button at the bottom of the page, so there is nothing I can do to help filter out the noise.

Plan? What plan?

During my term on ICANN's board (which ended 11 months ago) I never once heard any mention of any long term or strategic plan.

During the recent meetings at the ITU and UN I received the distinct impression that many of participants in those meetings considered ICANN to be a disposable and transitory entity that would be replaced or re-defined as the broader concepts of internet governance were formed.

In those meetings there was a strong underlying note of creating small, highly focused structures to resolve clearly articulated problems rather than having a one-size-fits-all-and-does-all kind of thing such as ICANN.

In other words, much of ICANN's fate is not in ICANN's hands.
