Seems as if our commentator is either too cynical or has been watching ICANN for too long. In the UK when we do a consultation it's real. You can read the paper that has been produced and see the responses. You can also read the PAB Committee reports and what the final result is.

You will also note that for the likes of VeriSign a WLS is a revenue opportunity so they are motivated to have one no matter how pointless it is. For a Not-for-Profit Registry it is less easy to see a good reason for having it...
