.nl Opens Registrations to the World

Demys News -- a good place to go for trademark-related domain name news -- reports that .nl will be throwing open its virtual doors to the world this week.

Does anyone have a pointer to an authoritative list of which ccTLDs are now restricted to nationals, and which allow non-residents to register?

It's kind of odd that there isn't a list somewhere that has all the TLDs and their registration policies. This could be very useful for people working on getting ICANN to add more useful gTLDs.
