Here's how the Register UK tells it. Afilias had...
given Tucows an exclusive two-year contract to run and manage its gTLD services.

Tucows said that this business, called Liberty Registry Management Services, had failed to meet sales volumes anticipated when the company put the "infrastructure in place to meet the original objectives submitted to ICANN. These unexpected lower volumes pushed our profitability point beyond the first renewal cycle".

Afilias has fallen considerably short of its objectives. See Table 1 following the pie charts here. While that estimation was based on them being awarded .web (the non-award of .web to anyone else doesn't leave that as much of an excuse for failure), they are well behind their targets. After 8 months they probably have less than 800,000 registrations, far less than even the conservative estimate in their business plan. The business plan that passed the scrutiny of Arthur Andersen and ICANN staff with flying colors. Need I say more? -g
