I would imagine that all, or nearly all, holders of IP blocks have domain names. (Right? Wrong?) I imagine that some static (and many dynamic) domain names are allocated to people who don't have domain names. As a first approximation to an ideal world, I would think that enfranchising all SLD holders on an opt-out basis, and others on opt-in, would be a fairly good way to go. It is simple, easy, and less unfair that what we have now. |
It does, however, create other problems - a large, uninformed, perhaps manipulable, electorate - and these problems should not be ignored or trivialized.
