Not at all... it's reserved by the registry "for creating awareness and proliferation of the .name concept", though they're allowed to allocate them to another entity during the life of the contract. The intent apparently is to allow it (along with the other such name, santa.claus.name) to be used for marketing purposes as examples of the use of .name. This appears to be by request of the registry, not ICANN.
