There's nothing wrong with the way the ITU has been running the telephone numbering plan. It is a technical function, and most "end users" don't really care, because they get their number assigned to them by their mobile company or local phone bohemoth aka Verizon or SBC. The problem with the Domain Name System is different. ICANN was originally created with "end user" participation in mind. When "the powers that be" (insert conspiracy theory here) realized that end user participation was "troublesome", they moved to restrict any role in ICANN. The ITU is run by gov't bureaucrats. What assurances can you give that it will be any more sensitive and open to end users?

Actually much of the ITU's output is produced by industry (Sector Members) with the approval of the government representatives to ITU. Those Sector Members are presumably concerned with what their customers ("end users") want, as are the government representatives.
Regarding assurances, all I can say is that I haven't heard any complaints about the way ITU coordinates international numbering resources. How about "the proof of the pudding is in the eating?"
