btw, just as an add-on to this, Verisign is absolutely being penalized to the tune of at least $60 million per year ($9 less $6) by way of its enjoying a monopoly position. This may not be a popular way to look at it, but is a fact. And this penalty should remain in place until ICANN unleashes the market to where full competition at the top level exists as it was supposed to do and continues to stall absent of any measurable boundary or scope for doing so.
