Well, I have been very critical of the NTEPPTF. But, given the scope of their assignment (being basically to recommend how to recommend rather than actually recommending) I thought their final report was well done. I think the members of this task force gave careful consideration to many issues and, relevant to your last sentence, this stands out to me from their report:
"......there are risks in not moving forward [with TLD expansion] in parallel [with evaluation]. Although ICANN should certainly do what is right for the stability of the DNS, by not taking any action until after the evaluation is complete, ICANN becomes a pointed target of criticism to those who have strongly held beliefs about the need for more choice of domain names and hence for more gTLDs This is not a problem in itself provided that ICANN has clearly articulated reasons for not opening up a new round of gTLD proposals. In the absence of such reasons, there is danger that the potential registry operators who would want to support ICANN processes may look to other alternatives."
