I personally don't get too excited about this letter. If you were in charge of the Commerce Dept. why would you give hostages to fortune? Important Congresspeople write to you, you send a civil and non-binding reply. The interesting question isn't who drafted this letter - it's a basic bureaucratic place-holder - but rather when/whether there will be Congressional hearings, or even action. And th3e answer to that may well not be known until we see what ICANN comes up with.
