I've let my understanding of this stuff get a little hazy, but here it is (and better-informed folk can correct me): The bulk of ICANN's revenues in this budget (as in every other one) come from variable payments made by registrars. Under the registrar accreditation agreement, those payments must be approved by registrars that, in the aggregate, have a two-thirds market share. Because the Verisign registrars all by themselves have sufficient market share to block that approval, it won't be forthcoming. Corrections, anyone?

So correct me if I misunderstand, but with this pronouncement, Verisign can single handedly deny ICANN the bulk of its funding? In a single stroke?
