What does the EU and ITU hope accomplish? ICANN is not accountable to anybody, except perhaps the United States government. Any EU or ITU study or advice is irrelevant and futile.
The EU and ITU looking into ICANN activities is like a small aviation school in Canada launching a full scale investigation of the U.S. Federal Aviation Administration.
