Can ENUM Escape ICANN?

I participated in the creation of the ad hoc state dept committee report (language regarding consumer protection, particularly in Section 7.1 "Authentication and authorization of ENUM-related information", is mine).

The ad hoc group was largely telco driven, and I had to fight for language removed, and language incorporated. It was clear that telco's prefer to retain if not gain even more control over number assignment and provisioning. They see opportunities everywhere. No surprise there.

I have no great love for ATIS (they charge me way too much, $3500 annually, just for SNAC membership.)

My point is that I'm not particularly telco-loyalty driven.

But I do find that current rules and processes offer accountability and due process etc. when properly navigated.

The WorldCom proposal on an independent forum is written by Peter Guggina. I have no issue with his intent or veracity. (We have some familiarity with each others work vis a vis the NANC TF IMG.) The proposal on its own has merit, and tightened up to *insure* no capture, I could support it.

Till now, IETF maillist and ad hoc, its been (essentially) telco versus Tony R., who wanted pure open market, no ITU , no ICANN. That fight over, he wasn't even on last week's call.

Brand new was Vint Cerf's entry on the scene last week, which at this stage is disconcerting to say the least, particularly in light of WIPO and GAC comments, and registry/registar contractual obligations to ICANN.

As noted in my article, I'm unclear what Cerf's *obligations* are to ICANN as a director and its chair. I've asked a few lawyers and haven't yet heard back, so this remains an open question of some significance.

Telcordia and Verisign are still working together on the enumworld trial, under the new name TeleDNS.com.
