yes, I have been following this a little bit. It certainly seems this issue is clearly related to "stability". The ccTLD's argue that not updating the information compromises stability today and for ICANN that not allowing zone access compromises stability today and tomorrow. In short, I see the relationship to "stability" with this issue.
Specific to ICANN, is there a like-kind relationship to "stability" where the wholesale price of .com is concerned (or its need to regulate price for any TLD registry)?
