Kieren says, " I am in no position to start making changes to the bylaws." But I'm not talking about changes in the Bylaws. I'm talking about the existing Bylaws, which require the maximum extent feasible of transparency.
I don't think transparency is a *sufficient* condition for public participation, and I appreciate the efforts you are making to develop addiitonal methods for public participation. But I do think *transparency* is a necessary condition for informed public participation (as well as a requirement of the Bylaws).
If transparency isn't your job at ICANN, whose job is it (if anyone's)?
