That (registering domains for others automatically unless they "opt out") would smell like some sort of scam itself. And, anyway, who would they choose as the automatic registrants? The current owners of the .com, .org, .net, .co.uk, .org.uk, .de, .fr, .ca, ... ? They might all be different.
