"Each TLD must be rolled out with public policy in mind."
TLDs are now NOT being rolled out, they are being well-hidden. .XXX is a good example. The application to ICANN was a troll. They wanted to see what ICANN would do and now they see. .XXX has done a major service for many TLDs which will now prosper WITHOUT the ICANN curse or contract. ICANN will of course withdraw and retire milking their .NET cash cow. ICANN will then turn their attention to .COM, which is their real agenda. They can not wait to get their percentage of that .COM revenue. ICANN is a for-profit business with no benefit to the public. The benefit flows to the insiders that receive their dividend checks from ICANN each month, for doing nothing.
If the U.S. Government wants to see the working and growing TLDs become more wide-spread, they can encourage the U.S. FCC to make that happen. It is actually a very simple process. ICANN has turned it into a private political football on their uneven playing field where they change the rules each month.
.XXX will help educate the U.S. Government about the monster they created called ICANN. This will not make ICANN go away, but consumers can be warned to avoid the ICANN root. Companies will prosper that serve consumers well and deliver that message to them.
