I think if we had a world where every reasonable proposal got a number and got in the queue, I'd agree with you Milton. And that's the best of all possible worlds. But in this world of needless rationing, I don't see why the insides like Palage should vault to the head of the queue over others. Nor do I see why this proposal is better than many others.

True, all too true. The best way to have done this, as I have argued ad nauseum, would be to ration by auction or lottery after an open application, on a periodic basis. I actually believe that ICANN is moving toward that option. And true, as long as you have beauty contests, insiders will prevail, and that is certainly the case in this instance. But that is a criticism of the TLD addition process, not of the .xxx label per se.
