The key is to just keep embellishing the pyramid.
"The executive council officers rotate on an annual basis. This year, Axel Pawlik is the chair; Paul Wilson, last year's chair, is a member; Raul Echeberria is the Secretary; and Ray Plzak is the Treasurer. AfriNIC is not taking on many NRO duties this year."
Note the several references to "years" and annual-ness (not a word). That gives people the impression that the NRO has been around for years. The NRO is total vapor, yet, the implication is that it has "duties" which AfriNIC would not be able to handle, yet. Note also all of the titles, "executive council" (of course they are executives - they say they are). "officers" is a good word, it makes it sound official.
The BS never ends.
