If it is of any help to you, .TRAVEL was started in the mid-90's (1996?) about the same time as .BIZ and .WEB .WEB of course failed in the early market trials .BIZ continues to progress
You seem to **give** ICANN a lot more credit or responsibilities than ICANN has, or likely wants. ICANN was created by the U.S. Government only to do PROOF-OF-CONCEPT market-trials for TLDs. .TRAVEL is different from .NET because there is not a well-organized base of 5,000,000+ million name owners. The .TRAVEL names will evolve one at a time as .TRAVEL grows and as consumers begin to discover it has been around a long time, just like .BIZ
As an aside, you might be interested to note that because of ICANN's poor track record in doing the market trials, many consumers are not aware of anything but .COM. ICANN has not enforced the TLD proof-of-concept contracts with respect to the amount of money promised to be spent on advertising and marketing. Companies lie their way in and then change the rules to suit their needs. ICANN can attempt to lie and claim they are not just doing proof-of-concept TLDs, but the history and documents do not reflect that.
