Say what?? Verisign received the same score for their record in implementing ICANN Policy as Neulevel, JPRS and Afilias? What universe did these evaluators come from?

Afilias only entered the bidding because Verisign controls it and wanted to make it look like there were competitive bids. Afilias was not going to do too well in the rankings because they wanted to make it appear that the evaluation process and findings were not biased. This was all done with the full knowledge of key ICANN personnel. Verisgn will keep .net and this was the only possible outcome. If you don't doubt this, then you have no idea how big business operates in America (and elsewhere) - there are many companies like Verisgn, WorldCom, Enron, Arthur Anderson, etc. out there.
