I run my own systems - and that includes having a long-lived and thus well cached DNS resolver in my home. The improvement in DNS responsivity, and thus the perceived responsivity of all applications, pariticulary dns intensive ones like web browsing, is noticable.
So having a per-customer DNS in a certified demarcation device could improve the customer's perception of the speed of the net.
