That's a really silly statement. Right now, "no one" and "everyone" controls the Internet. As a result, spammers and pay-per-click domain hoarders have too much control.

Actually the United States government already controls the internet. They do this by allowing Verisign to control .com and .net and the overseer, ICANN, is controlled behind the scenes by Verisign with the US government arranging for this to happen when they setup ICANN. Prior to ICANN being formed, the internet was managed by ex-CIA top officials and there's no way the USA was going to give up control of it. It had to make it look like it was no longer controlling the internet so it setup ICANN otherwise there would be too much international pressure. Don't be fooled by 'lawsuits' filed by Verisign and ICANN against each other - its all just a charade to make it look like the're not in bed with each other and nothing will come of any of these 'lawsuits'.
