"Have we figured this out yet folks?"

It is very simple. It is all about "funding sources".

    Q. Who do you think is going to pay for
the next junkets to South Africa ?

    A. The U.S. taxpayers.

Vinton Cerf was a DARPA (DOD) purchasing agent
for many years. He tossed U.S. Government money
around to insiders, who became loyal followers.
He is not going to allow any outsiders to upset
the cash-flow of his Internet Society (ISOC).
Cerf went to the same high-school with Jon Postel
    and Steve Crocker.

Turning to .NET, look at the deals that are
going on there. NRO.NET and NLR.NET are two good
examples. There we have Jon Postel's thesis
advisor, Dave Farber. Farber and Jon Postel's
cronies have over 25 TLDs, as "funding sources",
including .ORG. The RIRs (NRO) of course have
their cash-cow IP address leasing business. They
charge $2,500 a year for something that should
be FREE or less than one dollar.

After a while, the "PR" is all the same.
Everything is "major". Everything is "wide range".
    The researchers are always "leading".
Moving to the head of the "funding source" line.

"Farber will especially focus on coordinating efforts to identify and engage the participation of leading researchers and subject-area communities, as well as research programs and projects in a wide range of disciplines, which can benefit from using NLR facilities. Simultaneously, he will continue establishing relationships with major research funding agencies to further their partnership with NLR and NLR participants."
