This is becoming a real pattern. ICANN does not have the capacity to make needed changes in the UDRP, to alter Whois policy, to enforce or even implement the changes in Whois policy that it has agreed to make, to implement a TLD addition policy, and now, apparently, it can't even do simple protocol parameter assignments in a timely fashion. What CAN it do?
