No-one participates in ALAC forums because the individual is the last person ICANN really wants determining its policies. Otherwise why did ICANN fire the Board members who individuals actually voted for? ALAC was created for ICANN's sake, to replace democratic processes with a sham committee which marginalises individual users, and rejects one person one vote. No-one participates because what's the point? Shameful thing is: individual users are the largest constituency of all - but they have no say over who represents them. The ALAC forums are not used because individual users have no involvement in ALAC.
