Where in the RGP proposal does it say that it would only apply to "unpaid" registrations?

Then you figure how to square that with the UDRP requirement that UDRP decisions are to be implemented 10 days after the decision is sent to the registrar. The registrar accreditation agreements gives a 15 day deadline for fixing inaccurate whois data. If you try to guess how a registrar is supposed to put these puzzle pieces together, you are welcome to try.
