A "free for all"?
If you mean open to everybody - which it is supposed to be - then yes.
If you mean allowing disorganised chaotic rush of applications - that could overload the system - then no.
Clearly it would be sensible to limit traffic throughput onto the system.

It was probably a condition put on them by ICANN lawyers (nudge nudge wink wink).
However - can you explain how registry giving priority to trademark (so preventing other businesses getting their name) is not a violation of competition law?
No? - anybody else say why? - no?
Then it looks like the .eu registry IS a bunch of crooks, aiding and abetting trademarks violate competition law - watched on by cowards who say nothing.
