Just look on the Amendment of Rule 9 of the Rules of Procedure of the Preparatory Committee of WSIS: 1 president and 29 vice-presidents ... imagine ICANN 3.0, Paul Twomey and 29 copies of Paul Verhoef ... and the budget ...
"The Preparatory Committee shall elect from among the representatives of participating States the following officers: a President and twenty-nine Vice-Presidents, one of whom shall act as the Rapporteur; these officials being elected on the basis of ensuring the representative character of the Bureau, as well as two ex officio Vice Presidents nominated by the host countries of the Summit. The Preparatory Committee may also elect such other officers as it deems necessary for the performance of its functions.”
