.NATO existed for a while in the late '80s and early '90s (at the request of NATO officials, but I don't think they ever got around to actually using it) but no longer exists. .ROOT showed up recently and nobody has yet explained its purpose; it might just be some sort of technical experiment on the part of the root server operators. (There was an ICANNWatch article on that a while back.)
As for Cerf claiming that 4-letter TLDs don't work, can you give a specific citation? I seem to recall some sort of comment to the effect that there are occasional problems with cluelessly programmed address validators rejecting valid addresses with 4-letter TLDs (I've experienced this problem myself with my .name and .info addresses on occasion); this is probably what you're referring to, but it simply raised the point as an issue to be considered, not as a policy statement, and certainly did NOT recommend that existing 4-letter TLDs be decommissioned as a result of this. Some of the TLDs being considered in the second round of applications have four letters.

The Internet Society worthies have already met in their annual secret meetings to decide on new TLDs. The applications for 4-Letter TLDs will be delayed, until the new ICANN Labs is able to study the experimental TLDs, like .INFO and .NAME.
The new ICANN Labs will be staffed by world class experts on Internet technology. It will have an annual budget of approximately $20,000,000 per year. It will be located in Northern California so that existing ICANN Staff [and consultants] will have a place to work, close to their Silicon Valley roots.
The IETF is in the process of hiring the initial staff [consultants] for the ICANN Labs, which will be funded from the .ORG taxes.
