Anyone that follows the ccTLD relationship with ICANN would recall that .nz is hardly an ICANN puppet. For instance the <a href="http://www.internetnz.net.nz/international/i cann020619letter.html"> letter</a> InternetNZ (.nz ccTLD manager) sent to ICANN about paying the ICANN 'invoices' is proof in point.<br><br>ICANN can create offices anywhere they wish, but most ccTLD's just want a clear process on IANA issues. The entire (mis)management of gTLD's has nothing to do with ccTLD's.

I hate it when i click 'submit' and not 'preview' (esp as they are the other way around in the story submit process). Oh well... you have to live with the exposed HTML tags :-)
