A priority? A priority over what?
If you approve all 10 applications (resolving the .tel issue), there are no priorities involved.
If these proposals meet minimum, acceptable criteria, they should be approved. Period.
And then move on to the remaining applications from 2000 using the same criteria.
There is no reason to deny ANYONE at this point. Unless you're someone who believes in protecting the value of existing registries, or want to drag out the old, "the users will be confused" argument that's been kicked around since before this all began.
No, at this point there's no reason to maintain artificial scarcity.
