I'm surprised this statement comes from a board member (or former board member) of any corporation. It's wrong, of course. There most absolutely SHOULD be some minimum business criteria. Otherwise, Afilias being hastily thrown together, haphazardly, at the last minute, would be an acceptable way of doing things. I don't think that's the right way to form a registry. And I think that qualifies as "business criteria". The .pro and .name registries have wasted plenty of ICANN's resources changing their business model after miserable registration numbers.
Don't blame me folks, I voted for one of the chicks.
