Now we're faced with a "Godzilla vs. Mothra" battle, where the Internet --
and its users -- will likely take the brunt of the collateral damage.
VeriSign acts as if the Internet is its personal garden ripe for picking,
while ICANN (notwithstanding being on the correct side of the VeriSign
"Site Finder" battle so far) is largely responsible for leading us into
these kinds of messes in the first place.

In the original contractural agreements between ICANN and Network Solutions of November 1999, product issues such as these were NOT under ICANN's authority. Indeed it was by using the threat of proceeding with international domains names as an unregulated "value added service" that we were able to get ICANN to move ahead with VeriSign in that space.
It was only in the renegotiated contracts of May 2001 (ie after my time) that ICANN got some murky preapproval rights.
My strategy was to design ICANN in the contracts to be incapable of action except in extreme or rare cases. While a good thing with respect to general governance, and indeed has protected us all since, it would not be good strategy to have such a designed nonactor in the loop to preapprove product decisions. Hence the unwisdom of cooking those into the May 2001 agreements.
