1. Why should this limit be imposed? If a ccTLD/government wants foreign investment/participation, who is harmed by this?
A ccTLD is not a gTLD. If one applies for a ccTLD, but markets it as something else, it should be a simple breach of contract. (Domain names for TV-stations and Los Angeles comes to mind.) If what the registrar really want is a gTLD and not a ccTLD, that registar should have done the honest thing and applied for a gTLD instead.
A ccTLD is supposed to be a regional TLD for the country in question.
2. Who has the authority to impose your rule, and if they have that authority, then what other authority do they have?
The same people who own the root and delegate varius TLDs. They already have contracts with the registrars of the various TLDs.
3. How do you tell where someone is really from?
No problem. Various European registrars seem to manage this without problems.
4. How do you enforce this rule if a ccTLD exceeds your quota?
The same way one would enforce any breach of contract with ICANN.
