Anyone who wanted icannwatch.web would benefit. But you're fixated on the requirement that someone must benefit. When did this become a socialist market? If nobody benefits, then the new TLD fails. That's the way of a free market.
Let me ask you this - how is it fair that Afilias and Neulevel get to compete with .info and .biz, but nobody else does? How do you get around the fact that if there are no more TLDs, you're promoting restraint of trade, which is illegal?
