There is no bar to domains competing against other domains. Second level domains compete everyday. This is the playing field. What does not hold up is the notion that the competition of the second level should be moved to the first level. Does .edu need some competition? How about .mil?
Under your theory of DNS .edu competes with .gov. Perhaps it is a three way race between .edu, .gov and .com. Who will win?
The system is open to competing registrations at the second level because that is as close to the root that competition can be introduced without flooding the root which is bad compter science.
If you want to compete, no one is stopping you. The playing field is .com. .com does not compete with .edu, or any other top level domain because the top levels have a useful purpose. They help people organize and remember their destinations. This is the primary purpose of DNS.
It is only loudmouths and the motivator of $$ that has caused new generic TLDs to be tested. They were not needed and they have not helped the stability or utility of the internet one bit. The testing of new TLDs has only cost internet users a lot of $, confusion, time, and headaches.
The only good thing that has come from new generic TLDs is that the noise from a**holes calling for the root to be flooded has become more quiet for a while. It is not the competitors who are complaining. The complaints come from nonplayers. For this group the playing field will never be good enough for them to compete in. It like someone from the band who can't play football until the rules are changed to his way, and for no good reason, and he won't shut up. .web = subfolder named subfolder.
