I don't want to try to stop hoarding by those who think domain names are good investments.
What I *do* want to do is to create a system in which ICANN's groundless limitations on the expansion on the number of TLDs are removed.
Once we begin allocating TLD operating rights to anyone who demonstrates an ability and willingness to meet *technical* DNS and protocol standards, then my belief is that there will be few who will continue to believe that domain names are a good investment.

So, I take it that you go to delta.com for your:
a) Teeth
b) Plumbing
c) Airline
etc?
The idea of using DNS as a directory is dying, if not already dead.
Sure, there are those who want "their name" to be in all TLDs. But there's no reason to harm the internet - which is what occurs when the DNS hierarchy is flattened out because there are very few TLDs - because of the hyper possessive mentality of a few trademark-enamoured lawyers.
Now that we have internationalized domain names we are going to start seeing a lot of names that look like gibberish in any but their native scripts (alphabets). That will, hopefully, drive the final spike into the heart of the notion that domain names are carriers of semantic information and that DNS is a directory system.
