You hit the point, I think. To avoid the hording issue, you need to add around 50 to 60 new TLDs.
There were 47 applicants in 2000. Had all been approved, the problem very well might have been resolved.
I believe there could very easily be 60+ applicants in the next open round if ICANN implements an objective process rather than an insiders-club beauty contest.
An ironic position coming from me, I think, since I want to compete with .Web - but I welcome robust competition. I'd much rather see the artificial scarcity done-away-with.

The scarcity is clearly artificial - I'm talking about the scarcity of TLDs. ICANN keeps the number small, thereby maintaining the value of that small number. And the new ones selected were of such questionable value so as to perpetuate the artificial value in .com.
WIth 60 new TLDs, who is to say that the existing popular one(s) would remain so. Certainly .com will always have a particular value by virtue of being first. But I maintain that there are plenty of possible new TLD string s (.Web in particular) that could, given the proper marketing campaign (and again, I believe in ours) equal if not surpass .com in popularity.
Whether you agree or not is irrelevant, though. In a free market, competitors are free to try and fail. Even if you think the idea is silly, nobody is in a position to deny the opportunity.
I like the burgers at Wendy's, myself. A new burger place was opening down the street that said that their burgers would be better because they put guacamole on them. What a silly idea. I am not fond of guacamole. I suppose I should have petitioned the city council to deny them the opportunity to compete because there was no way they'd ever be more popular than Wendy's, so what's the point?
