No, it wouldn't be fair. China had nothing, to do with the formation of the DNS. If China could bomb us into oblivion tomorrow without absorbing about 500 of our nuclear missle launches, they would do so in a heartbeat. As a matter of fact, the Internet was conceived by our Department of Defense, specifically to protect us against the likes of China and the former USSR.
Huge mistake to let China administer anything at this point in time.
You'll know when China is our friend when some future Chinese dictator marries a hot American model. Untill then, don't trust China.

Here's a prime example why 3rd-world governments should have NO SAY over any aspect if Internet governance. Nothing can (or should) be done about respective ccTLDs, but you certainly don't want Spain having any say over what you and I can do with .com, .biz, .info, .net, etc.
