They might not even have an ombudsman! From my GA List [icann.org] post last night:
ICANN appears to still have a job posting [icann.org] for an ombudsman
didn't begin looking until September 2003, according to their minutes [icann.org]
Or, maybe I just missed the announcement that one has been hired??
I'd be curious to know the percentage of "appeals" that overturned a Board decision, too.
If the Board wasn't making anti-consensus decisions, such as the one supporting WLS, and wasn't so impotent in allowing SiteFinder abuse to
go on for weeks, while letting VeriSign keep all the money, perhaps they'd be treated with more respect and less scorn and ridicule.

The list of appeals, which ICANN calls reconsiderations, are here [icann.org]. Relying only on memory and without going through them it seems to me there has only been one successful appeal, I don't remember which one although as I recall it was such a noteworthy event that it was covered here. -g
