Just to hint what a Shadow ICANN would look like (and perhaps give the ICANN board members something to think about), it might be fun to have the ITU volunteer some representatives for the "governmental" positions. ;)
A little competition from a competing "board" might force the real one to act the right way, esp. as one would have a running scorecard on how both fared over time on the big issues. If the real ICANN board underperforms, it would create a strong case for its replacement.
ICANN 4.0 = Shadow ICANN ;)
Oh, and if the ICANN Board wanted to start on the right path, first things they could do today are: 1) drop WLS (as it violates the consensus principles that ICANN's board members spoke about so many times on Capitol Hill), and 2) compel VeriSign to return the audited gross revenues that SiteFinder generated while they had wildcards enabled.
