Why? We've already got some. Like I said, it's a shadow-board. Follows the same bylaws.
The only difference is that they're elected. For that, follow the old election bylaws, but apply them to all board seats.
Let whatever the general assembly or at-large is calling itself these days to run it as an academic exercise.
Have the shadow board deliberate on a mailing list that is closed to posting to only board members, but open to reading by everyone. Have a 2nd mailing list that is for comments to the board by the public. Encourage the board to participate in dialogues on that list.
Post decisions as, "Here's how the elected board would have voted..."
Utopian, I know.
