Having a monopoly in one area, and using that area to affect other areas in which you do have competitors is what we're talking about here.
For example, Microsoft's "monopoly" of the operating system being used to affect competitors in the Web browser market (in which Microsoft did not, at the time, have a "monopoly").
In this case, Verisign's "monopoly" on the zone being used to foreclose upon competitors. In the case of SiteFinder, those competitors are companies that used the NXDOMAIN to choose to serve up search pages. Verisign had competition, and now they don't. In the case of WLS, those competitors who used the system of dropping domains (as defined by Verisign, ironically) to compete for them. Verisign wasn't even a competitor, enjoying $6 income for every name registered. Now, Verisign has no competitors, and enjoys $24 for every WLS subscription purchased, plus an additional $6 for those that eventually expire and are registered.
A "monopoly" position on the zone servers allowing them to expand into competitive markets and foreclose upon them.
