Introduce many more REGISTRIES so that there is true competition in the space. Verisign has done a fantastic job in slowing the introduction of new TLDs to a crawl, and in ensuring that those that have been introduces are hobbled, at best.
The only TLD introduced that had a chance at competition (.info), Verisign took a piece of, just in case.
You want to throw some fear into Verisign? Let's get IOD's .Web in the roots to compete, along with 20 other new TLDs.
Verisign is fond of holding out the "innovation" card. Let's see how they deal with innovation from new competitors in the registry market.
