Indeed! Even after having 24 hours to digest this all, I'm still surprised that Verisign gave in. I think it has to be one of two possibilties:
1. They feel that, when they put it back on, this will bolster their case in that they can say, "look, we turned it off while we examined it, and, finding no problems, turned it back on. We played by THEIR rules."
or...
2. There was a deal cut. Probably relating to WLS.
#1 makes logical sense. #2 sounds like a conspiracy theory, were it not for the documented facts that this has happened before. Repeatedly.
