You've hit the nail on the head - the IEDR is the ultimate in unsophisticated registries.
There is a long history of incompetence and messiness with their administration of the IE ccTLD - for some of the latest, see rossamcmahon.com or search at theregister.co.uk
Sometime last year auditors arrived at their offices, escorted by policemen (I don't think that event was ever really explained, but probably had to do with the resignation of a CEO who then sued).
