ICANN's report refers to the 3-4 March ITU-T Workshop on Member States' Experiences with ccTLDs.
ICANN's report states that "... discussion at the meeting reflected an overall view ...".
The official report of the Workshop, available at:

states that "No attempts were made to reach consensus on contentious topics." and that "A range of opinions was expressed on these topics, covering a wide spectrum of views." (See 2 of Workshop report.)
