We agree.
The recent ITU ccTLD workshop with Member States held in Geneva on 3-4 March 2003, cf. http://www.itu.int/itudoc/itu-t/workshop/cctld/, gave a simple opportunity to the ITU organizers to discover that "Approximately 15% (35 of 242) ADMIN CONTACTS were invalid (the E-Mail address was not valid)", cf.http://www.itu.int/itudoc/itu-t/workshop/cctld/ cctld027.html. Subsequently, and for the first time since years, the ICANN staff provided an explanation, cf. http://www.itu.int/itudoc/itu-t/workshop/cctld/027 add1.html, stating than 14 ccTLD Registries were in redelegation situation, and several other cases were known problems.
There is no explicit list - one need to correlate the ITU table with ICANN/IANA answers to get the pending redelegations.
