This comment argues:Any new TLD should only go to a registry OBLIGATED, by contract and enforcement, to vigorously advertise and market said TLD. This assumes the wholesaler-registry, retailer-registrar paradigm for gTLDs. There is no sound reason in economic theory for ICANN to impose this paradigm on the market. In all likelihood, an efficient allocation of the root resource would result in many different paradigms for gTLDs.Lawrence Solum
